The Federal Government mandates an analysis of potential threats against the United States, a mapping of the nations critical infrastructure and an identification and execution of practices to reduce vulnerabilities.

The heightened focus upon homeland defense has led to increased security of the security measures that are in place to protect our nations key infrastructure elements especially water supply. The reservoir infrastructure that has been created over the last 150 years is vital to our countrys economy and welfare; consequently they represent a high value target for terrorist.

The potential for such devastating non-traditional attacks demands increased vigilance and strengthened protective and investigative measures. Reservoirs could be poisoned. Thus for a limited period it may be necessary to expand the powers of investigative authorities and even to augment them with personnel or procedures for intensified security.

The established bureaucratic order must be broken apart by the new office of Homeland Security so that glaring security gaps can be filled quickly and a comprehensive strategy for homeland defense can be devised while keeping civil liberties in tact.

The Department of Homeland Security has made it incumbent upon the Newark Watershed Conservation and Development Corporation to implement critical measures to curtail structural vulnerabilities comprehensively throughout its entirety appreciating the enormity of precaution necessary within precarious times. We appeal for consideration through any unanticipated modifications enacted for the purpose of security compliance.
